Brief Answer:
About hypothyroidism treatment;

Detailed Answer:
Hello and thank you for asking!
You need to check FT4 and FT3 too.
If TSH level is 4-10 mUi/ml and Ft3, Ft4 are within the normal ranges, the desicion rather to start treatment or not depends on the presence of clinical symptoms of hypothyroidism (weight gain, irregular menstrual cycle, constipation, dry skin, feeling sleepy, hair loss ect.) . If you do not have these symptoms, there is no need to start treatment but keep checking TSH once in 6 months.
If FT4 and Ft3 are low, you need to start treatment.
If you plan a pregnancy or are pregnant, treatment should be starting as soon as possible.
If you are over 70 years old, the level you reported does not need to be treated.
Hope i have been helpful.
Kind regards,
Dr.Mirjeta
