Is A HIV RNA Test Done Post 10 Weeks Of Exposure Conclusive?

Question: I had unprotected oral sex about 10 weeks ago. I had a 4th generation hiv antibody test 6 weeks after exposure and also a hiv rna test 6 weeks after. Both came back negative. I just got tested again today woth an hiv rna test and 4th generation test. Because two weeks ago I was at a nail salon and she cut me with an electric device. I am scared I might have gotten hiv from that. Also I had my blood taken out at a hospital. Do labs and hospitals always use clean needles? Do I need to get retested?

The first scenario:Both tests are negative after 10 weeks ,so it is unlikely for HIV positive results later. So you are free from HIV from that episode.

Second scenario: The chances of transmission by electric device is unlikely.
All laboratory need to follow standard precautions.So there is no chance of transmission by needle in lab.
So the chances of transmission of HIV by all methods appear to be nil.
I do not see the need for HIV tests.
