Brief Answer:
She needs evaluation.

Detailed Answer:

Hi,

Blood not stopping from such a small cut for 45 minutes is abnormal please. I am sorry to say this.

The best home measure to stop the blood immediately is - application of pressure in the local area.

But you have give a very important symptom that the blood took 45 minutes to stop - which is abnormal.

She needs evaluation for this - CBC/ PT/ aPTT/ Peripheral smear examination.

Base on the results we can discuss further.
We need to rule out -
1. Bleeding disorder due to factor deficiency.
2. Congenital Platelet disorders.

Hope I have answered your query.
