I had a shave biopsy done last week and now have a raised, itchy, oozing rash. No pus and it is not hot to the touch. Is this and allergic reaction to the local anesthetic?

Are you using
Perhaps it is either a wound infection or an allergic reaction to the topical antibiotic. Are you using any topical antibiotic, post biopsy? I request you to kindly upload a few Images of the affected areas in "Reports Section" so that I am able to have a look and guide you better.

Seems like the area is infected. I suggest you to take an oral antibiotic e.g either Amoxicillin 500mg or Cephalexin 500mg, thrice daily, for a week. In addition I suggest you to apply a topical antibiotic e.g either Neosporin ointment or Mupirocin 2 % ointment, twice daily.
