Is A Red Spot Formed After A Blister Drainage Normal?

Question: I had a water blister about 1/2 inch in diameter on my arm. It broke and now there is a red circle around the perimeter of where the blister was. I have read about bullseye from tick bites and I wonder if I need to get on antibiotics for Lyme
