I can understand your concern for your father. First of all, we need to take the resting BP (after rest) and not BP after walking. If the BP after rest is high, then his dose of Repace 25 needs to be increased from 25 mg to 50 mg.
Secondly if he is having high albumin in his urine, it means that diabetic nephropathy might be setting in. He needs to get a 24 hour urine examination and a urine creatinine protein ratio done.
Regarding the diet, restrict his salt, protein and sugar intake. Salt should be less than 4-5 grams per day. A diet that includes fruits, vegetables, fiber-containing foods, and low-fat milk is advised. People with diabetes can eat rice, corn, cassava, potato and other such starch XXXXXXX food items but they should be taken in moderation.
As a good diet, your father can take bed tea with toast/cracker etc, then a mid-day meal of less sugary fruit (half of banana, guava, cucumber, carrot, half of medium size XXXXXXX etc but fruits like mango, water melon, grapes etc should be taken in very small quantities. An advice from a dietitian will be helpful.

There is no doubt that diet and exercise has got an important role to play in management of diabetes, however your father will still need to take drugs which help in not only controlling the sugar but also ensuring a reduction in the proteinuria (albumin in urine) which facilitates a longer life of the kidneys.
He also needs to ensure that the BP remains under control which can be done by salt restriction, regular exercise and taking the blood pressure medicines. He should ensure that his resting BP is less than 130/80 mm of mercury.
Your father can check his albumin levels once in 3 months and keep a regular check on his BP and blood sugar count by checking it every day( BP) and blood sugar once per week.

There's no doubt that a good control of the sugar and the blood pressure plays a very important role in preventing and delaying the damage to the kidneys.
The drugs of the category of ACE inhibitors and ARB's are thought to play an important role in improving the kidney function.
