Is Expressing Breast-milk With Hand And Storing It Safe For The Baby?

Question: hello doctor, I think my breastmilk is not getting sufficient. my daughter is 15days young. she sucks for 30mins but still cries. am feeding her 30ml of formula milk for every 4hrs. can I express milk with hand and store and feed her?
