My blood sugar levels are only slightly elevated and my hgb A1c levels are normal, so I don't think it's diabetes, although I do other symptoms of diabetes. What else could it be?

Welcome to HealthcareMagic.
I can understand your concerns.
Increased thirst can be due to diabetes, during early features of diabetes there is increased thirst, increased micturition at night and increased appetite. Kindly do get a glucose tolerance test for accurate results.
Other conditions that may mimic this are the regular use of alcohol(if at all do), anxiety etc.
I suggest you get glucose tolerance test, and if you drink alcohol then just abstain it for few days.
