I have been careful eating but do not have the energy to exercise. Just in the last 3 days I gained 2 lbs. my tsh level has been stable over the past 15 years. Why am I gaining?

That is the reason that you have no energy to exercise. But if the engine is not working properly, it is your duty to push the engine hard enough to work. Unless you start working out, the engine will not have the impetus to start working and you would be energy deficient. Since this apparatus is practically too lazy to produce energy, whatever you eat gets stored up (too lazy to metabolize the food) and you keep growing overweight.
