Question: Is it possible to catch a virus or bacterial infections from someone with COPD who is in and out of ICU. Is it possible for my dogs to catch a skin bacterial infection from same person? After being around this person twice this summer, I contracted weird sicknesses then both followed with a terrible skin rash that lasted over a week and nothing helped it. It was red itchy bumps on my arms hands chest face neck. Miserable. Could it be him?

I can understand your concern and your situation.

Yes theorically it is possible to get a viral or bacterial infections from every patient who gets in or out from ICU and even more if he or she suffer from COPD.But this can happen if you have close contact with him or her and for at least some hours in close environment where the particles of the viruses or bacteria are pending in the air and you inhale them.
Another think is that the other person should be not in good health which means with low immunity and is predisposed to get more easily the infection.

Regarding the dog I don't think this is so possible,no worries.It might happen the opposite but not from human to animal.

So in conclusion for you it is possible for you to have been contaminated but no worries it happens and is not so serious.
