Was there swallowing of glass or it injured abdominal wall from the outside?
If this breached abdominal wall then it is possible for hernia to develop.
If this was swallowed then it wont cause hernia but it may cause other troubles.

The wine glass broke from a shelve above me and it hit the counter
I did not feel any glass hit me whatsoever though
After the incident my whole abdominal was numb
Need to know if I need surgery or not

No, there is no need for surgery since it is not possible that abdominal organs or muscles are injured.

There was probably abdominal muscle pain due to sudden movement after glass fell down and it may manifest with temporary numbness.
