Yes the CT angiography is perfectly safe for a patient who has an Permanent pacemaker . It doesn't matter whether it's MRI compatibLe or not , as an MRI creates a magnetic field which can harm the circuitry and leads of the pacemaker while CT scan uses X ray for pictures which doesn't do so .
The use of contrast depends on the kidney status of the patient and Pacemaker does change that .
