Hello,
It is a good news that you have negative result for all these STDs. Related to your concern and based on your history, the protected vaginal sex and unprotected oral sex and the test results, I think that there is no risk for HIV and STI and this could be just a male genital yeast (candidiasis).
I suggest you use an anti-fungal cream (Clotrimazole) treatment (as you have done) but for 10 days-14 days. Please don't interrupt the treatment till the end even if seems to get worse.
Risk factors that make candidiasis more likely include antibiotics use, cortico-steroids, immuno-suppression, diabetes, poor hygiene and using too many cleansing products.
Genital candidiasis is not considered to be a sexually transmitted infection. Although sexual transmission of Candida can occur during vaginal intercourse but in your case (protected vaginal sex),it is excluded as a possibility.

Also with my std testing and you thinking I have zero risk of this being a std. am i out of the woods of this becoming a std with the testing i have had done? Ive attached a copy of the 3 test results from the lab. The last one was 7.5 weeks after the possibly exposure (protected vaginal/ unprotected reciving oral sex). On 2/19/2017

I have seen carefully the attached document and based on this I think that there is no risk for HIV and STI. So, I emphasize again that this situation could be just genital yeast.
Yes, your doctor is right, accordingly being circumcised has a low risk of getting genital yeast but this does not exclude the definite possibility.
You should know that being uncircumcised is a major risk factor, as the area under the foreskin can be a breeding ground for candida but you also put yourself at risk even if you are circumcised and don’t bathe regularly or properly clean your genitals.
Furthermore, other risk factors include prolonged use of antibiotics, as well as having diabetes or being obese. I suggest Clotrimazole or Miconazole cream for 7-10 days (2 times per day).
Oral Fluconazole (Diflucan) and a hydrocortisone cream may be advised in serious infections, such as those that have developed into a potentially serious condition called balanitis.
