Nebulised medicines (like duolin) are much much safer than syrup medicines that will have effect on all body parts when action is desired only in airways.
Also the dose of nebulised medicines may be 10 to 100 times smaller than syrup doses.
So it may be safer to give with nebulisation since very minor quantity of the drug is inhaled through airways and thus will not have any side effect most probably.
Personally I use to give whole duolin respules (containing 2.5 ml liquid) to my 7 months baby without any difficulty.
So,there will be no issue if you would give 2.5ml duolin to your 16 months child.
