Question: The fetus is 31 weeks and she hiccups daily should I have an ultra sound to see if cord is causing it?

It is neither the breathing nor the hiccups but the the fact that the baby has swallowing reflex well developed during this phase and is in the process of gulping the amniotic fluid , which again is a natural process.
Any compression of the cord shall cause a decrease in foetal heart rate and not these hiccup like gulps. Hence it is important that foetal heart rate should be monitored and daily foetal movements more than 10 should be recorded and can be considered safe.
You may get an ultrasound done to check for the amniotic fluid index and also foetal well being.
