Yes a sliver or a stone fragment can be lodged in the urethra any may develop fibrosis (tissue growth over the stone) over time. Although this is a rare occurence but can happen. To rule out or confirm the diagnosis I would recommend doing an ultrasound of the urethra since any calcification or stone can be readily seen by an ultrasound.
