Is Skin Growth Around Lesion On Head Of The Penis Normal?

Question: Hello, I received a cut on the head of my penis two weeks ago. it was not scabbing or anything but you could see there was a small cut. a week passed and it appears skin grew over the cut making it oddly shaped. Will this skin go back down?
