Question: Can I fly 10 days after a partial hysterectomy that was performed laparoscopically, if I wear compression tights and do not do any heavy lifting?

Since the surgery was done laparoscopically, it is not likely to cause much stress on the abdominal wall but the internal stitches do need some time to heal. If your post operative period is uneventful- no fever or pain abdomen or a vaginal discharge or any other complication then you can travel by air after getting the proper fitness from your operating gynecologist.
