Brief Answer:
Doesn't sound normal. Get a x ray of lower back

Detailed Answer:
Hello,
Thanks for posting in HCM.
At the age of 94, any fall should be taken seriously because bones are quite brittle as compared to younger age.
With combined lower leg weakness and swelling in the lower back region, it could mean some vertebral fracture or dislocation of the same.
Kindly get him to hospital and get an x ray of the lower back to rule out any presence of fracture. Consult an orthopedic surgeon for the same.
Impingement of the nerves in the lower back spine is causing the leg weakness. Kindly investigate it as soon as possible.
I hope I have answered your query well.
If you have any questions kindly ask me back.
Thank you
