Question: I've had bed bugs in the past from sleeping in work beds, this rash is itchy and same place as before. is this ringworm or bed bugs, and what do I use to treat it please?

I can see multiple red, spots on the images which seem like due to bed bugs only I suggest you to use a soothing lotion e.g calamine lotion to calm down the rashes. In addition I suggest you to take an oral antihistamine e.g cetirizine 10mg tablet once a day for symptomatic relief from itching.
