I've Had These Small Bumps On My Forearm For Awhile

Question: I've had these small bumps on my forearm for awhile and have tried to get rid of them by literally clipping them off, but always come back. the skin on top of the bump is almost like it is thin as if the top layer of skin comes off it will bleed. any idea what it is?
