Brief Answer:
Consult to urgent medical care /Urologist immediately

Detailed Answer:
Hello,

I have gone through your query and here is my advice.

As per your history, it may be urethral stricture.

For further assessment, I would suggest you to consult with Urologist /urgent medical care. He may procure cystoscopy, ultrasound abdomen and pelvis, urine analysis, complete hemogram as per evaluation. Further treatment mainly depends upon the underlying diagnosis.

Hope I have answered your query.
