Brief Answer:
Possibly age or liver related

Detailed Answer:
Hello, I'm Dr. Branch, thanks for using 'Ask a Doctor'. From the picture you sent, this looks like bruising on the forearm. There could be many causes for this, including trauma if he had any. It can also happen in people as they get older, due to thinning of the tissue under the skin, which makes it more fragile and easy to bruise. But another possibility, especially in someone who is a heavy drinker, is a liver problem that has made it easier for him to bleed. For that reason, I would suggest seeing a doctor to have his liver tests checked to make sure there are no problems there.

I hope that helps, please let me know if you have any other questions about that, and I would be glad to discuss it with you further.
