I have gone through your query and here is my opinion.
COVID 19 is highly infectious virus and the reason it is so dangerous is that it spreads through droplets or can even stay in the air as an aerosol making it impossible to detect.
The other factor for it's rampant spread is that many carriers of the disease may be asymptomatic so they may not take the optimum precautions necessary for containment of the disease.
Mandatory Quarantine Period for COVID-19 suspects has been extended to 28 days(from the existing 14 days) by WHO.
This step has been taken after observing changes in the incubation period of this highly infectious virus.
As per scientific evidence observed so far, the incubation period of COVID-19 patients could be as high as 28 days and not 14 days.
As your boyfriend 's dad has not been tested negative,he is still a COVID suspect and whole of the family should self quarantine for 28 days.
Your friend has a co morbidity in the form of diabetes,so he is at a high risk because of a dented immunity.
He should not leave home,mantain distancing with other members,repeatedly do hand washing,keep his blood sugars under control,should not be sleep deprived and should keep himself well hydrated.
If at all,his father is tested negative in second PCR COVID Test,the quarantine period can be shortened to 14 weeks.
