Hello she is turning one 09/01 it started smaller on the 15th I can submit pictures off the progress however on her finger that just started Wednesday she seems to itch her face but it doesn’t seem to cause pain

So, as per your description, a 1-year girl developed a lesion on her face since the last 15th and is spreading now. Now a fresh lesion appeared on her finger that looks like an infection. The lesion is somewhat itchy but painless. I guess there is no oozing from the lesion.
These features probably suggest a superficial skin infection on face (like impetigo). During itching, that might have inoculated on to the finger, causing a breakout there also.
If the area does not appear swollen/edematous(which suggests cellulitis needing oral antibiotics), this will respond to antibiotic creams. You can apply Mupirocin 2% ointment 3 times daily for 10 days. Also, keep the area clean and dry. If the lesion on the face is close to mouth, or if she has a habit of sucking of the said finger, this is better treated with oral antibiotics to avoid swallowing of ointment. Also, if no response to topical antibiotics in 3-4 days, oral antibiotics might be needed.
Still, I prefer to see a picture of both lesions, to be sure that this is not other mimicking conditions like a Tinea/ringworm.

As we discussed early, this is an impetigo on face with secondary inoculation on to the finger.
Since this is so close to mouth, it is better to treat with oral antibiotics, as there is chance that baby might lick the antibiotic cream.
For such cases, I used to give antibiotic like Cephalexin or Amoxycillin-clavulanic acid for 7 days. For a 1 year child(around 10 kg weight), Cephalexin suspension(250mg/5ml) 5ml thrice daily will be enough. But, note that this is a prescription drug.

If we are trying topical antibiotic, Mupirocin 2% ointment will be the best option, but needs prescription.
There are over the counter ointments like Bacitracin or the Triple antibiotic cream(Bacitracin+Neomycin+Polymyxin) which you can try, but may not be as effective as Mupirocin. If getting a prescription is not an option, try applying one of these ointments 3 times daily for 5 days. If improving, continue for total 10 days. Otherwise, we can proceed further.
