i have gone carefully through your concern regarding to your father's health.
As you may know hematoma means bleeding and in a patient taking anticiagulation treatment the hemorrhage has a risk of reoccuring (as the formation of clots that prevents the hemorrhage is prevented).
The studies shows that anticoagulation is better to be restarted within the first month after the hemorrhage and the team in charge decides depending on the velocity of hemorrhage shrink, on the comorbidity of the patient, the risk for thrombosis ect.
So, it is their decision but usually within a month it is restarted.
