Detailed Answer:
Hi,
Welcome.
This is Dr Sameer, cardiologist.
I can understand that your father has got a bypass surgery done in 2013 and his current heart function is 37%.
I wanted to know what was his heart pumping (LVEF) earlier. Means was it the same during and after bypass.

Pacemaker is different thing and ICD(Implantable Cardiac defibrillator) is different thing. Pacemaker is required for a person with heart block (abnormal low heart rate).
ICD is required for those with low heart function with history of coronary heart disease or with a history or abnormal arrythmia (VT- Ventricular tachycardia).
Current guidelines suggest ICD implantation in patients with LVEF <30% or with any LVEF if the patient has history of VT.
As your father has LVEF of 37%, ICD implantation is currently not indicated for him unless he has history of VT or loss of consciousness.
All he need currently is optimised medical therapy.
Thanks and regards
