Detailed Answer:
Hello,
Yes, you can go ahead and upload a picture of your friend's legs, and I would be glad to take a look and let you know what I think. Also, how old is your friend? Does he have any other medical problems? Does he normally have swelling in the legs, before this infection started?
I will look forward to your response and will discuss more with you then.
Thanks.

Brief Answer:
Chronic venous stasis
Detailed Answer:
I did receive the pictures, thank you. It appears your friend has severe chronic venous stasis, which means that the veins in the legs are not pushing the blood back to the heart normally, which causes swelling and edema, and in severe cases like your friend's, ulceration which can get infected. This is not easy to treat, but typically we would start with leg compression stockings, leg elevation as much as possible, exercise therapy, and medications that help the veins work such as hydroxyethylrutoside, Ecsin, or Daflon.
For the infection, he should get oral antibiotics, and he will need daily dressing and cleaning of the ulcers and skin.
In rare cases procedures can be done to the veins, so I do think he needs to see a vein specialist, and discuss what can be done.
I hope that helps, please let me know if you have any other questions about that, and I would be glad to discuss it with you further.
