Brief Answer:
It could be Thrombophlebitis or Cellulitis.

Detailed Answer:
Hi

Infection of a blood vessel associated with Inflammation could be due to Thrombophlebitis.

It can lead to swelling, pain. I have seen these type of cases after Intravenous administration of Antibiotic. Spontaneous occurrence is rare.

Infection somewhere in the body might have spread to Upper limbs causing this condition.
Next condition that has to be excluded is Cellulitis, infection of the skin and subcutaneous tissue.

Colour Doppler scan of the Upper limbs will the necessary investigation in such a case.

Limbs should be in an elevated position. I generally prescribe antibiotic like Linezolid twice daily and Anti-inflammatory tablet to my patients with similar complaints.

Please consult your doctor and proceed further as you should be investigated.

Hope I answered your query. If you have any questions, I will clarify further.

Wish you good health
Regards
