Brief Answer:
Use a good moisturizer

Detailed Answer:
Hello and welcome to ask a doctor service. I have gone through your query and noted your concern.

He seems to have Xerosis which is extreme dryness of skin. Itching is a common symptom in Xerosis. The most important things to do is to moisturize, moisturize and moisturize!!
I suggest him to use a moisturizer, frequently and regularly, so as to keep the skin hydrated. In addition I suggest him to take an oral antihistamine e.g either cetirizine 10mg or hydroxyzine 25 mg, twice a day for symptomatic relief from itching.
He may also take an oral Vitamin C supplement which would help clear the blood spots.

Hope I have answered your query. Let me know if you need any more assistance.

Any touching causes bleeding. The skin is paper thin. To apply a moisturizer requires touching. Should he wear socks to bed, or leave the feet bare to be open to the air? Should we bandage the places that are lightly bleeding now or wait for them to air dry with scabs.

Brief Answer:
Use Domeboro's soaks

Detailed Answer:
Hi.
You may apply domeboro's soaks.(aluminium acetate soaks) to the affected skin to help the skin soothe, calm and heal. If you can upload a few clear images of the affected skin in " Reports Section" I would be able to help you better.
