Ideally your husband would have no sperm seen in his semen, and so even though they say they are nonmotile, he may still be able to get you pregnant. Typically the semen analysis is done 3 months after the procedure, and after at least 20 ejaculations, so I would make sure he has ejaculated at least that many times, and wait another month or so to check again.
If he would continue to have nonmotile sperm in his semen, they should make sure they are examining the semen within 4 hours to determine if they are actually motile or nonmotile, since it is possible that the sperm are dying by the time they examine it. If the sperm are motile, then the vasectomy failed.
If he does continue to have sperm that are confirmed to be nonmotile, which does occasionally happen, then he is still probably infertile, but you would need to wait 7 months, and confirm there is a low sperm count.
