Brief Answer:
it's partially true...

Detailed Answer:
Hello and Welcome to 'Ask A Doctor' service...
I've gone through your query in details...
I can understand your concerns...

Please note that urinary tract infection, if uncomplicated, immediately diagnosed and treated at home, doesn't get so difficult to treat, neither does it get unresponsive.

However, if it keeps on recurring, not timely diagnosed, not detected in the beginning, got complicated due to any other secondary infection or seen in hospital settings (outpatient/clinics) or repeated in-patient admissions, in bed-ridden patients then they do get difficult to treat or even unresponsive.

Another possibility is if the affected individual is not responding to the standard medications, then also it can take quite longer than usual duration to treat (generally, uncomplicated Urinary tract infection takes about 7-10 days to resolve completely after antibiotic therapy).

Let me know if I can assist you further.
