Detailed Answer:
Hi.
Thanks for your query, albeit short and specific.
Noted that you are 31 years old.
Please give additional information for me to assist you better:
Is the right testicle higher since you remember or has happened recently?
Or that the left testicle is hanging lower than right?
Is the right testicle in scrotum or above the base of penis-level in abdominal wall?
Is there any swelling that increases on coughing/ standing/ straining?
Any other information that may help our discussion and come to a conclusion.
Awaiting.

Brief Answer:
As detailed below.
Detailed Answer:
Noted your feedback history well.
My opinion as per the history you have provided where there are no symptoms at all - no pain, freely XXXXXXX and no swelling:
The left testicle is naturally at a lower level than the right in most of the men, this being an anatomical phenomenon.
The testicles are suspended by means of spermatic cord the outer coverings of which is derived from the abdominal muscles. If there is spasm of these muscles for any reason, the testicle on that side may appear higher than normal.
I would advise you the following in such a situation:
Wait and watch.
Put warm water (as for bath) on the lower abdomen and scrotum, may relieve muscle spasm and the testicle on right side may move to the normal position.
Ultrasonography with color doppler of scrotum, abdominal wall can help further to rule out any problems.
I hope this answer helps you.
Please feel free to ask for further relevant queries if you feel that there is a gap of communication.
