My Wife Has A Sneezing Problem From Few Years. It Only Sometimes She Takes Cetirizine To Get Some Relief. She Also Get Skin Rashes On Her Hand. How To Control?

Question: My wife has a sneezing problem from few years. It was under control when she was pregnant couple of years back and also while she was breast feeding. Just few months back she stopped giving breast milk to our daughter who is now 2.2 year old.
In last couple of months especially after the start of rainy season, the sneezing problem again started and it is continuous when it starts. In recent days, I am seeing it every day and only sometimes she takes cetirizine to get some relief. She also get skin rashes on her hand.
Please note that few years back we had done the Nasal test and also allergy test on skin but all test were normal. Her symptoms mostly looks like an allergy to me and not sure how to control and request your advise on the same.
