Question: On XXXXXXX stage 5, males reach the point where they develop facial hair and pubic hair on inner thighs. Do all men eventually develop beard and pubic hair on thighs or do some men don't even when they mature to the fullest?

Normaly,when a men reach his sexual maturity or after about 4 years of pubery facial hair begins to grow and boys may start shaving.At this time pubic hair has spread to the inner thighs.
Most boys will have reached full adult maturity by the age of 18,but this depend to each individual.

It is true that some men do not develop beard even when they finish the maturuty process.For some, growing a beard can be a slow and seemingly impossible task.

The most common reason some men can’t grow a beard is genetic factors.
Other possible reasons are :Low testosteron ,age,alopecia areate and ethnicity.

You can’t change your genetics but living an overall healthy lifestyle and eating a balanced diet can help you maximize your beard growing potential.
