no itching or burning sensation. However, the left leg has those scars for years. He had a long term varicose vein problem. It might be occupational. He worked 40 years standing on his feet all day. He recently got blood clots and and had a dvt cleaning surgery. I suspect that his scars on these tissues aren’t healing because small veins aren’t getting enough oxygen due to the poor circulation.

According to your complaints it seems to be a case of vasculitis which is inflammation of the blood vessels.
It can occur due to multiple causes like infection, medicines and sometimes occurs without any cause.
I would recommend you to keep it under observation.
If it increases consult a dermatologist and get it examined.
Also go for routine tests like complete blood count, urinalysis, CRP, kidney and liver function tests.
Meanwhile apply topical steroid like clobetasol propionate cream on the affected area twice daily for 2 weeks.
