Since when is the problem present?
Any medical problems like diabetes or so?
Is prepuce long and covers the glans?
Any other history?

The condition is called Balanitis. Balanoposthitis if the prepucial skin is also similarly affected.
I would advise you the following in such a condition:
Clean the area with plain water 2 to 4 times a day and and keep it dry with a pure cotton cloth or a dryer.
You may apply liquid Povidone Iodine locally or a Metronidazole cream.
Loose clothing.
Avoid hot and humid atmosphere.

A course of antibiotic and metronidazole orally for 5 days and a single dose of oral anti-fungal tablet may be needed to get a cure if local hygiene fails to cure the problem; you need a valid prescription for this.

Please get your Blood Sugar checked regularly. If diabetic then get the sugar well controlled.
Circumcision is rarely required if the prepuce is long, covers glans, the condition is recurrent or if you have diabetes.

If you are sexually active , your partner too needs to take the same treatment.
