Brief Answer:
Needs a clinical examination and x ray

Detailed Answer:
Hi.

I have viewed the image..

As there is no pain it can be a cyst, however you would need to get it clinically checked and get an x ray done for further diagnosis and treatment plan..

So first of all consult an Oral Physician and get her clinically checked and along with it get an x ray done..

Accordingly treatment can be advised after a proper diagnosis..

Brief Answer:
If there is no pain then first investigation is a must

Detailed Answer:
Hi.
Well, if she is not having any pain then you need not to do anything.
Just get her investigated and once the exact cause of swelling is ruled out then any medication or further treatment can be advised..

Thanks
