Pain in throat while swallowing could be some local problem like tonsillitis, infection in throat, dryness in throat etc. Can you send me photos of throat?
Otherwise examination by an ENT specialist is needed. Is you diabetes under control? What medicines are you currently taking?

Meanwhile use hexidine gargles and let me know if it helps.
