Should Anti-rabies Serum Be Administered Along With Rabies Vaccination After A Dog Bite?

Question: my daughter was bitten by a dog in an endemic area for rabies. she has had the vaccine but I'm told she should have had the immunoglobulin serum also. I can't find it in this country. Does she need the serum. It is day 6 and she has had 3 injections of vaccine.
That was not my question.
The dog is a stray beach dog. We do not have access to the dog. Let us assume the dog is rabid. Does she need the serum or is vaccine sufficient?
