Perhaps she has a fungal infection. Heat, humidity, sweat favor fungal infection in this region.
I suggest her to use an OTC topical antifungal e.g. Clotrimazole 1% cream (Candid Gold cream), 2-3 times a day. In addition I suggest her to take an oral antihistamine e.g. Cetirizine 10mg tablet once every evening for symptomatic relief from itching.

If this is a recurring issue I suggest her to use an antifungal dusting powder e.g clotrimazole 1% dusting powder regularly to prevent a relapse after the infection resolves. So for now she can use clotrimazole 1% cream (Candid Gold cream) for 2-4 weeks and thereafter continue with the antifungal powder.
