I carefully read your question and understand your concern.
Your husband seems to be taking the lowest effective dose of Keppra which is 1000 mg a day (divided in two doses) while maximum of it is 3000 mg divided in two doses.
I would say he can take the next tablet as he is supposed to (the next tablet when time is to take it), and not skip it, even though he has taken 2 tablets this time. This will keep us in the safe side so he does not remain any time without coverage from medication while he is not in risk of overdose (he is not in risk of overdose as he is taking a small dose already). The timing every 12 ours or once a day depends on the time the medication gives good concentration in blood to maintain the medical effect so if the time of administration of the next dose is longer than 12 hours and he is already in a minimal effective dose it might give him a couple of hours not being well protected and risk for seizure.
So to conclude I would say that he can take the next pill as he should even though he accidentally got two this time.
Please make sure he does not repeat this as if this happens often than that might be dangerous.
