The pictures you have put up are in favour of an allergic rash .However,I would need a few more details.
Only other thing which needs to be considered is a fungal or ring worm infection
When did the rash start?
Do you have any associated itching or fever?
Did you try any over the counter medication?
Presuming it is due to allergy you could apply calamine lotion and take an over the counter anti histamine to rdeuce the rashes.

Ive seen a skin doctor and it turned out to be due to very dry skin.

Hi. She said that dry skin can in some cases and areas "crack" the skin a little. You can't see clearly in the picture but it does look like a cracked skin. Plus i can see on my hand that they very rough and dry. She is a good doctor and said there is nothing else. As i don't have any other symptoms or temperature. She suggested i apply some moisture cream for a few days and if that doesn't help she gave me some medicine cream. I have some coconut butter cream i will use that, as i know it's natural and it's good for skin.
