there is no itching or discharge and I do not have diabetes. it started about a month ago and that area connecting my shafts and scrotum got very dry and then finally turned to this red half ring when I got an erection. the dry spots seem to have followed the discoloration on my penis which started a couple of years ago.
Brief Answer:
dont use soap over it.

I really appreciate your follow up.
After reviewing your history and photograph, it doesn't appear to be fungal infection. It is most likely dermatitis . Just stay calm and try to avoid use of soap over it. Apart from it , don't keep it wet. Dry it as soon as possible after washing.
In addition to it, clobetasol cream and polyfax ointment should be applied over it . It will heal at least in two weeks.
Do meet dermatologist so that it can be properly clinically correlated.
Hope your query us adequately addressed if you still have any feel free to ask.
