Brief Answer:
Seems to be photodermatitis, potent topical steroid & sunscreen

Detailed Answer:
I have reviewed the attached photographs and it seems to be photodermatitis.
If I was your treating doctor I would recommend you to apply potent topical steroid like clobetasol propionate cream on the affected areas twice daily along with application of a broad spectrum sunscreen on the entire sun exposed sites during the day time.
Also take antihistaminic like tablet Cetrizine 10 mg twice daily.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
Besides this stay away from sun and make use of umbrella, scarf and sunglasses whenever out in the sun.
Moreover are you having any other ailments or taking any other medicines?
Regards
Dr Asmeet

i have not changed my diet, meds, detergent, shampoo. i do have a latex and penicillin allergy. i do not believe I've come in contact with any of that. the itching and red has started spreading down my back to bra line and down the front between my breasts and a little on my belly.
