I have reviewed the attached photographs though they are not very clear.
I need to ask you few questions:
What is the duration of the rash?
Do you have itching, burning or any other complaints on the rash?
Have you used or applied anything on the penile area?
Is there any history of aggressive masrurbation or excessive sex?
Do you have diabetes or any other ailments?
Are you taking any medicines?

1 month no itching or burning just sensitive to hot or cold prilocaine 2.5 none aggresive daily masturbation I do not have diabetes I do have high blood pressure and I'm taking Lipitor as well as cholesterol medicatio atorvastatin and muscle relaxerFlexeril for chronic back painn

friction dermatitis or lichen sclerosus et atrophicus, topical steroid
Detailed Answer:
According to your complaints it seems to be either friction dermatitis due to excessive masturbation or lichen sclerosus et atrophicus.
If I was your treating doctor I would recommend you to apply topical steroid like cortisone cream on the affected area twice daily and take antihistaminic like tablet Chlorpheniramine maleate 4 mg once daily at bedtime for 2 weeks.
Also avoid masturbation for few days.
