Hello and welcome to healthcaremagic
I am Dr. Kakkar. I have gone through your query. I would like to rule out possibility of Inflammatory Acne (trunk) specially, since bilateral distribution is common in acne.
I would like to know few more details from you.
-How long do you have them? Are they painful?Or itchy?
-Can you upload a photograph?
-Do you have acne elsewhere? e.g on face and back/chest
Regards

Brief Answer:
Acne vulgaris
Detailed Answer:
Hello
Thanks for the additional information.
I think they are acne involving your upper, outer arms. Acne is not uncommon at this site. The trunk, shoulders and chest are rich in sebaceous glands just like face, therefore acne can develop at these sites. They are usually asymptomatic bumps or there may be slight itching in a few.
The best thing to do would be to apply a topical benzoyl peroxide 5% gel (Benzac-AC gel 5% OR Pernex-AC 5% gel), twice daily for a 2 weeks. You may find it OTC.
