I can understand your concern for the spots over your arms and forearms after the laser procedure.
After the analysis of picture I can make out pale white spots rather than scars. The picture is bit blurred on higher resolution. I humbly request you to kindly upload few good resolution pictures of the affected area so that I can analyse and then guide you best.

"Post inflammatory hypo-pigmentation" : various sugestions and guidance.

Welcome back and thanks for posting good resolution picture as well as rest of the details.
I have analyzed the picture sent. After diligently analyzing the picture and correlating with the information provided I can make that you have "Post inflammatory hypo-pigmentation" or PIH.
To tell you simply regarding the condition: Our skin daily produces pigment from the special cells called as melanocytes. These melanocytes are the cells which regularly produces color/pigment known as melanin in the skin. These are superficially present in the upper skin known as epidermis.
In any of the inflammatory condition to the skin there is increase or decrease in the activity of the melanocytes. In Post inflammatory hyper-pigmentation or PIH there is less production of pigment melanin in the skin temporarily. It leads to patches of whitish color for a time being period.
In all such condition the first and foremost of the thing is sun protection. I can see that the skin of the arm and forearms are bit darker and therefore if more sun exposure is done then can lead to more contrast.
In your kind of situation I generally prescribe a skin lightening agent to be applied all over the affected areas. I generally prescribe a cream or lotion containing glycolic acid and Azelaic acid (such as Glyco-6 and Azidcerm 10 %) at night time. I prescribe these for initial two weeks and then increase the concentration accordingly. In the day time I prefer to suggest an application of elovera lotion with sunscreen factors in it (such as Elovera SPF Lotion).
It would be practically quite difficult to manage the condition within one week but it is a better initiative to get on the better side.

Elovera gel and coconut oil will definitely help out in decreasing the contrast between the hypo and hyper pigmented skin. The same function is done by bio oil. There is no harm if you want to try this oil too.
For any of the medication you apply, make it sure that you should not apply on higher side. In my patients I always suggest them to apply minimum amount of medication. A rule of thumb is that a pea size amount is sufficient for palm size skin surface.
