The chances of HIV transmission by vaginal intercourse is 1/200 to 1/1000 even if partner is HIV positive. As she is negative for HIV. You need not worry of HIV.
It may be fungal infection(As Std) by the descriptions given by you. Check whether your partner had white discharge or fungal infection.
Clean the area with warm water twice daily. Hope there is no problem in retracting foreskin.
It may be abrasions also.

coz i said before that i dont have any std symptoms other than rashes and it has been 10 days since da exposure
