Brief Answer:
there is danger

Detailed Answer:
Hello,

loosing enough blood to cause a sudden (over 12 hours) drop in the hemoglobin level (I suppose you're talking about the hemoglobin) from 13 to 8.3 is important and dangerous. The danger is proportional to the cause of bleeding. For example bleeding from a peptic ulcer is a dangerous thing, but the risk varies depending on endoscopic findings.

If 60/40 is his blood pressure then this is bad. He needs immediate and aggressive resuscitation with intravenous fluids (which I'm sure his doctors are doing) and perhaps blood and plasma transfusions.

If the bleeding has been contained then his chances are good. If there is ongoing blood loss, nobody can predict the outcome.

I hope you find my comments helpful!
